Control Panel Text All Messed Up

Just upgraded 7.6.1 to 8.1.1 with all "available" patches.

My entire dashboard for all users are displaying wrong...
There are many sections of the control panel that are doing the same... the links are screwy, the text is screwey, i dont know how to better describe the situation.

Most are okay in the "Server" Section, however there are a couple.

What happened? What do i do? How do i fix? Where do i start?

Is this attached? maybe i exceeded max size. You would think it would at least tell me that...
