Total CPU, but it's more complicated than that.

Let's say that, for example, you have set an IIS Application Pool to consume no more than 10% of the CPU with a reset period of 10 seconds. That means that within the sliding window of 10 seconds, this Application Pool will be able to consume 10% of the total CPU time, e.g. take 100% of the CPU in the first second and 0% in the last 9 seconds.

Basically, it's recalculated as CPU usage within a sliding window.
