Crazy Firewall problem!!

There is a problem with firewall that drivers me crazy!!!

I used the module firewall (i've used it with much success in the past!!!!)
to open 3 ports (for teamspeak server)
the first 2 were opened successfuly
and I tested them and I got connected.
the last one it is saved in the rules of the firewalla but its NOT working!!!!!
I try telnet hostname ip
and I always get Connect Failed!!!!

I run netstat -a

and I see the port there:
udp 0 0 *:8767 *:*

but still I CANT CONNECT!!! to that port!!!!
I contacted the DC and they dont block ports...
is there any way to do it manualy?
open the port?
I use Centos
