The APS Catalog has been deprecated and removed from all Plesk Obsidian versions. Applications already installed from the APS Catalog will continue working. However, Plesk will no longer provide support for APS applications.
Please be aware: with the Plesk Obsidian 18.0.78 release, the support for the ngx_pagespeed.so module will be deprecated and removed from the sw-nginx package.
This is not the administrator account you're looking for ) What you've got here is an additional user based on the Administrator user role. They have a lot of permissions enabling them to manage the website in question, but none that let them change Plesk settings proper. You can give such an account, for example, to a subcontractor hired to work on your website. They will be able to change the website's settings and upload content, but not, say, lock you out of your Plesk installation.
