create directory above httpdocs

Hi all hope you can help

Ive got my website setup on a plesk vps, Now for my site to run i need to run cron jobs, which i want to create a folder above the httpdocs, though am getting a permission denied when trying to create this folder, Ive contacted my host and they say that its something to do with plesk. is this right? or is there anything i can do in order to do this?

Do you have root access to the VPS?
