Issue DB query failed on cloning Wordpress instance

I went to clone a Wordpress install and it failed immediately with the error:

DB query failed: SQLSTATE[23000]: Integrity constraint violation: 1062 Duplicate entry '6' for key 'PRIMARY', query was: replace pd_users set `id`='0', `login`='chris', `account_id`='89', `pd_id`='31'

Anybody help as to what it is and why its happening?

It also happens when creating FTP accounts on the same domain.
