Where are you getting that error from? When logging into Plesk or something else? Maybe look through threads with the similar error?

As for the license to get support by Plesk, make sure you're using the license key that starts with PLSK. Also note that if you did not got the key from Plesk directly (meaning you bought through a reseller) then you would need to go through the reseller to get the support. Likewise, if you're using the SE version (aka the free version) then the support is only good for 1 month from the time of the VPS deployment. You can still get support from Plesk directly but you will need to get the support subscription. but the main problem is the license key is not accepted by Plesk site so i can not create a ticket :(
You can get a support subscription so that you can get official Plesk support even with a license purchased from a reseller.
 
For the content of the question: It can have many reasons. A very common reason is that disk space is not enough so that the database server cannot start. But there are more different reasons, too, such as
