Domain does not resolve

I recently setup a number of order pages with SSL. They were all working fine until recently. We have not made updates to the DNS or hosting setup settings, but the domain no longer resolves. I put a support ticket in with GoDaddy.

They stated the "IP Addresses that the domain is setup under is not listening externally". I am not sure what this means? Any help is appreciated.

I did notice that when I pinged the domain, it finds the IP correctly, but then times out on subsequent pings.
