Hello,
I have an issue
SFP & DMARC are Working fine and I am not blocked from hotmail

I can send email to gmail also recived from gmail and hotmail BUT i can't send to hotmail

Hi,

You will have to open a support ticket with them at Sign in to your account. If you have access in SNDS, you should also check if your IP address is not blocked.

This is not a Plesk issue. It's one of Microsoft's measures to block SPAM.
 
Even if your IP and domain might not be listed on a block list nor shows in SNDS you would still want to go to the link provided by @Raul A. to put in a ticket with Microsoft providing that error so they can update their system to allow it. I've had to go through that 2 times (because of IP address changes). It usually takes 48 hours or so but once they do their thing you can start sending emails to hotmail.com.
