• The BIND DNS server has already been deprecated and removed from Plesk for Windows.
    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

I set up a new email account and successfully sent an email to it and view it with webmail. However, the email was not forwarded. Any debuggin tips?
 
Check the logs:

/usr/local/psa/var/log/maillog
/var/log/maillog (may not be present)
/var/log/messages (just in case)

Let me see if I understood correctly: email account was setup as mailbox and with forwarded email address? Test email reached the mailbox, and you were able to see it in webmail? It just never got forwarded to either the local other email, or external other email?
 
Yes, that's the correct. When I tested again, however, it worked!

In the first test I sent the message from the same email address I wanted it forwarded to. Perhaps that doesn't work by design?

Theoretically it should not matter if you use the same account to send as it will be forwarded back to.
