Enable spam filter for e-mail users

Hi,

I've a domain setup where in the client configuration I give the client permission to manage the spam filter settings. Then I added a domain for that client and I saw nothing relating to the spam filter, once the domain was added I added an e-mail user and in that e-mail user's spam filter settings I told it to use server-wide settings, and to enable spam filtering.

Now when I log into the control panel using that e-mail users' account, the spam filter shows as "Off" and disabled with a "You have no access" message. Where can I enable this setting I've looked everywhere that has to do with e-mail and spam filter permissions and have come up empty handed.
