I've found a fix that worked for me.
When starting Plesk I was getting
Error 997 at Start service apache2: Overlapped I/O operation in progress
Here's what I did to fix it.
In a command prompt, go to \Program Files\SWsoft\Plesk\admin\bin (or wherever you have Plesk installed)
type the following:
apache -k uninstall
apache -k install
This will uninstall the Plesk Control Panel Service and the re-install it.
Then you should be able to start the Control Panel.
