Error assigning ssl cert to an ip address

Hello all,
This has worked fine for a long time now but today I created a cert, sent off the csr, got the cert issued, installed the cert and ca cert, then went to assign it to an ip address and got:

Error: Unable to reconfigure web server. websrvmng failed: Class not registered (COM Error 80040154) at execute console command --set-certificate

Weird. Anybody now how to fix or get around this?

INTEL Pentium-IV x86 Family 15 Model 4 Stepping 1 ~2793MHz

Note: I cannot switch to any cert, even ones that I currently use on other sites, which makes me think the cert is not the issue.
Note 2: Yes, I rebooted!
