Error Creating a new ftp user 12.0.18 Update #68

Hi, I am trying to create a new ftp user. It creates the user OK but the password defaults to the first ftp password that was set up (for another user....this should be blank) and also if you try to change it, it reverts back to this password when you save it. I am not sure if this is since a recent update as I do not often create ftp accounts. Thanks Matt
