I detected the following: had a problem with the hosting plan, where only the customers who were in the plan, did not allow the creation of a new subdomímio and also adding new customers in this plan.
So I cloned a plan that worked, I made the necessary changes, and assigns the new plan to all customers who were with the old plan, and it worked.
