There were enable some directives in php configuration for debugging:

error_log /var/www/vhosts/mypool/logs/error_debug_php.log debug;
slowlog = /var/log/php/slow.log;
request_slowlog_timeout = 10s;
access.format = "%R - %u %t \"%m %r%Q%q\" %s %f %{mili}d %{kilo}M %C%%";

Why Plesk do not accept those configurations? Maybe I miss some options to enable debugging.

It seems that you habve placed the directives into the PHP variable section that affects the php.ini settings. But that won't work as we are talking about PHP FPM service directives here. Have you set these directives in the PHP-FPM configuration file?

You find the correct file here:
/opt/plesk/php/<php version>/etc/php-fpm.d/<domain>.conf
For example:
/opt/plesk/php/7.1/etc/php-fpm.d/mywebsite.com.conf

Restart the PHP-FPM service of the version afterwards:
# service plesk-php<version>-fpm restart
For example
# service plesk-php71-fpm restart

I set these directives in the web form that add configs from web plesk into domains.conf files
