Resolved Error when create new subscription/ domain. usermng: Failed to set password for user 'xxx'

I got an error when creating a new subscription/ domain, tried Diagnose & Repair but no luck.

System user update is failed: Unable to create system user: Unable to execute usermng: usermng: PAM password change failed: 20, Authentication token manipulation error

Yes, I checked this article, but there is a bit different.

He successfully create domain & user before, the error happens when he changes the password.

In my case, I am creating domain, the user does not yet exist (I guess), so cannot reset the password for a non-exist user.

Am I misunderstanding anything?
