Establishing web-hosting plans? (i.e., bandwidth/storage allocations)

I've just installed Plesk 7.5.3 and am in the process of setting-up the system. (It's very pretty!) I've looked in the Administrators' Manual but can seem to find the interface for establishing hosting plans (i.e., allocating bandwidth/storage for different service levels). Where is this?

The template features are interesting. That's pretty much what I was looking for but am wondering happens when an account exceeds its bandwidth allocation (since templates don't embrace the concept of overage charges)?
