Question Exclude a top level directory from backup

I store all my backups on the same server in a directory called backups. To exclude the other backups from my backup, I usually exclude the following path: /backups/*

The problem with this, is that it still generated an empty "backups" folder. Is there any path able to match all top level directories except backups aka match / but not /backups/?
