Exclusive IP

I'm trying to get this finalized for a production environment and have a question regarding exclusive IP's.

I'm basically using 1 customer account for myself and allocating all of my customers as domains. I have 1 IP address setup as a shared IP, and a bunch setup as exclusive. I setup my first customer/domain as exclusive. Then I went to assign a new domain, and I noticed it had available the exclusive IP that I already assigned a domain. Figuring it would fail, I allocated this exclusive IP to this new domain, and it was sucessful.

Am I thinking about this wrong? Should it not remove an exclusive IP address out of the pool if it's already been used?
