Facing ERROR: PleskMainDBException: 435

Hello Friends, i''m using godaddy hosting service which redirects to parllels for domains and database mgt. etc. now i'm facing this error while connecting to parallels; any help how to resolve the problem?

ERROR: PleskMainDBException: No connection could be made because the target machine actively refused it.
(db.php:435)

I've also checked the reference link they have given right below the error message but unable to understand how to resolve as i'm not on localserver?

Also i don't know if it's 12x or 11x, but i posted it in 12x.
