Failed to run the pleskctl utility

I have installed Plesk Panel 8 on Virtuozzo, I have logged into the web site and at first it came up with services not started and won't start. Now the site just says this

Problems found
Failed to run the pleskctl utility
Error code:
Error description:

I have read to stop: # vzctl set 101 --offline_management=no --save
but that just stopped me from getting to the web site.

Please, try to restart the service container at the hardware node:

> vzctl stop 1
> vzctl start 1
