FcgidMaxProcessesPerClass not working

We have plesk 10.4 installed on debian with libapache2-mod-fcgid-psa 2.3.6-11081018

We want to limit number of processes fcgi can run, but seems like "FcgidMaxProcessesPerClass 4" option not working

Acual result:

If we execute script

<?php

while(1) {
print "In loop!\n";
}
?>

by # ab -n 100 -c 15 http://test.com/test.php
we got 15 instances of php5-cgi

Expected result:

We have 4 instances of php5-cgi and other connections are waiting.


What can be the problem or am I missing something?
