Hello,
I have a problem with the firewall in Power Panel. I can't open in the normal mode ports. Can you say me, how I can open ports there? For my TS3 Server, I need to open the standart port.

You just create a new rule with specific (your predefined) ports. You can allow ALL or specific IPs to access that port!
