I think I may have found a bug in Plesk - unfortunately it looks like they don't want to have bugs reported....
I have a folder beginning with a tilde, like https://example.com/~tilde.
Unfortunately, this doesn't work. If I rename the folder to "tilde", everything works as expected.
By switching off apache, it is possible to get static contents like CSS, but scripts like PHP still don't work. Before I switched off apache (proxy mode), I got a 404 for all files in the "~tilde" subfolder.
The scripts in the folder don't execute and only show "File not found. " when being accessed. The log shows an error: FastCGI sent in stderr: "Primary script unknown" while reading response header from upstream
For me this looks like a configuration issue inside plesk. Please fix it. Folders with a tilde are really oldschool! ;-)
