Forbidden message when attempting to get to plesk panel (reinstall)

Plesk Version: 7.5
Server OS: Windows Server 2003 w/ SP1
Problem description: Lots of trouble with the server, no MYSQL or phpMyadmin installed when I took the job to get her phpBB to work correctly. I have remote desktop access and have reinstalled Plesk with the complete install. Now, when I try to access the Plesk Control Panel from the server desktop, I'm getting a forbidden message.

If anyone can help me with this, it would be greatly appreciated.
