Forcing SMTP Reject globally

Thanks to SpamCop I need to force SMTP Reject globally. I've done a global change for my current domains, but new domains are defaulting to bounce, and users are able to reset their setting to bounce. Does anyone know a way that I can force SMTP Reject and disallow changes to that setting?
