Forgot password link isn't working, how to enable messaging?

I'm having trouble with the forgot password link on my login page, gives me the "Password restore is unavailable due to system error #1002. Call your provider" error message. I managed to find this KB article but it seems very old as I can't find anything it's talking about. http://kb.odin.com/en/1163

Any ideas on how to enable this in plesk 8.3?
