Issue FTP access is time out while Retrieving directory listing...

I created FTP user account and add firewall rule additionally for port 21. and also i added the rule in amazon lightsail. but following error is coming. i can access ftp of lightsail server. but cant this. kindly help me to resolve this

here i changing the domain and ip.
