Resolved FTP access Issue

I have 2 IP operating in the same server for iis web hosting. First is the IP of the server and the other one is added. I had created FTP users from plesk and is working for the first IP and not working for the second IP. Any solutions for why this is happening?
 
Could you please post the server's OS and Plesk version?

Does the issue happens with all FTP users? Can you connect to the FTP when using the second IP and then the authentication fails?
 
Thank you for your time. Yes it happened with all ftp users in the second IP.
The issue was with the group permission for ftp to that IP.
