From the control panel, no you cannot.
You could implement Web Users, but they would not have access to the same folders, but only to their own domain.com/~webusername folder
There are other workarounds involving the Shell command prompt and creating users manually. Other workaround would be to use something like Webmin to create/manage the extra ftp users. It will allow you to create them, passwords, directory default, etc. Just don't mess with the users/groups which Plesk created/manages.... (I am not recommending nor condone this way, simply list it as a possible solution to a problem.) I am not responsible for any breakage of your server if you use Webmin in this manner, nor if you decide to do it manually.
