FTP for sites being migrated

I'm working on migrating sites from another server to ours. Right now our can not be reached through the DNS names so our users can not use their FTP accounts. I need to setup an FTP account that allows me to to use the IP address of our server and be able to transfer the files so the sites will be ready the the DNS is switched over.

Is there a way to setup an FTP account seperate from the domains through an IP address so that I can transfer the files that already exist on another server over?
