Resolved FTP Passive mode settings periodicly stop working

We have recently deployed a new Plesk Onyx for Windows Server 2016
As this is behind a NAT firewall, we have configured the passive mode ports in Plesk and then configured the passive mode IP in the IIS manager.
Initially it worked fine. Then after a few days it no longer worked and changing the settings did not make it better. The passive mode still responded to clients with the internal IP-address of the server.
We tried restarting the Microsoft FTP Server, but nothing worked. Then suddenly it responded with the correct address.

How do we find out why the settings are not working? Passive mode port range is opened in the firewall on the server and on the NAT firewall.

I have checked the settings mentioned in your link, each time where we had the issue and settings were set to port range 50000-60000 and then the public IP of the server.

I hav also just checked it once more and it still shows up correctly.

There is also no thirdparty security software on the server, but it will get added as soon as this problem is resolved
