FTP service delay to respond

Hello I have a CentOS server in a cloud server, with plesk 9, Everything works perfect WEB, SSH and admin panel. how ever when I try to connect to the server using FTP clients like filezilla I cant get logged to FTP server.

Checking the server the service ProFTPd is running, and working how ever, connecting directly from the server it, it take over 1 minute to get a responce, but once I get the login prompt I can login, and browse all ftp directories.

(here it takes like 60 seconds to respond... then ...)

Googling I found that many users had similar problems, but fixed with correcting the /etc/hosts file how ever I did that and nothing got better.
 
Since I got no solution I had to restore the server, and now everithing works perfect, how ever It sould be great if some one come with a solution. for future reference...
