Is there any utility for windows like /usr/local/psa/admin/sbin/mail_auth_view in order to get mail passwords?

There is no utility like mentioned on Plesk for Windows.

Unless you're trying to snoop on a mailbox, just reset the password

If using MailEnable, account passwords are stored in plain text on the server (with default configuration). Google that, you'll find it.
