Getting client email addy via command line when given domain name

I am trying to create a command line script in Perl which will be run by root that can do some custom installs on a given domain. I want the script to send an email to the owner of the domain; is there an existing command I can give to the command line utilities which will return the email address or any information about the client which owns a given site?
