Horde error, please help

Hi there

I tried uninstall of Horde using Plesk and install again and still:

Warning: getblock(C:\Inetpub\vhosts\webmail\horde\config/../lib/Block/account.php): failed to open stream: No such file or directory in C:\Inetpub\vhosts\webmail\horde\lib\Horde\Block\Collection.php on line 118

What would this errors mean? :-(
