How and where to set up 1 .htaccess file for all domains?

I'd like to set globally the option "AllowOverwrite" to NONE in httpd.conf, and including one .htaccess file to be loaded for all all domains running on this server. Can you tell me where and how to set this?
 
If you want apache specific configuration for each site you have to create "vhost.conf" file for an example:
Plesk 11.5
/var/www/vhosts/system/<domain_name>/conf/vhost.conf
Plesk<11.5
/var/www/vhosts/<domain_name>/conf/vhost.conf

and put your specific configuration there.
After that you have to rebuild each domain apache configuration to include that newly created file like:
/usr/local/psa/admin/sbin/httpdmng --reconfigure-domain <domain_name>
