I need a FTP user with access to httpdocs/folder
How do I add it?

Please, follow the path:

Domains > domain_name > Setup

There at the account Preferences it is possible to set/change ftp user login/password.
 
I don't need to change FTP password.
I need to add another FTP user with access to specific folder. How do I do that?

There is a solution, which is to create a subdomain.

As you create a new subdomain, you will be able to create a new ftp user for it.

Obviously this ftp user will have exclusive access to the subdomain, not the whole domain.

great idea. This is a work-around for several situations in my case!

Nonetheless it's a much needed feature to be able to add ftp users for different sub-folders within one domain.

I agree. How is this not an option when it is such a commonly needed function?! I am shocked and amazed to find this functionality missing from Plesk.
 
I'm also trying to do this in plesk9.3

It's plainly ridiculous. Creating a ftp user is so simple that it can't be a missing feature.
I didn't know that before buying plesk. Now I know it for the future.
