Support for BIND DNS has been removed from Plesk for Windows due to security and maintenance risks.
If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS.

I am nto sure how to tell if it is "reloaded" or not. I know its v7.5.6. and was installed by the company that we host with...its a dedicated server we are leasing. they didn't know either.
If this is a windows box, you have to do it on the command line like this:
You can move domain to another client using the following command:
Start--> Run --> cmd --> cd %plesk_bin% --> domain.exe -u
<domain_name> -clogin <new_existing_client_name>
