How do I grant a user access to the server tab?

In Plesk Panel 11, how do I give another user access to the server tab? No matter what I do (including setting them up as an Administrator temporarily) when the user logs in they don't get the server tab. Ideally I want to give the user access to all features within the panel apart from user accounts and roles. Is this possible?
 
Just create additional admin accounts in Tools & Settings > Additional Administrator Accounts and use them for subscriptions creation.

I've searched the panel and I can't seem to find this option. The only place that I have a 'Tools' option is on the server tab, where it's entitled 'Tools & Resources' and there's nothing on there for setting up admin accounts. On the users tab I have set the person up as a user and have given them the administrator role (same as mine) but this doesn't let them access the server tab either. Any other ideas?
 
What is your Plesk version? Do you have Power User mode enabled?
 
I'm on Plesk 11.0.9. No idea if I have Power User mode enabled (plesk was provided and installed by my hosting provider), how would I be able to find out?
 
"Additional Admins" are available in Plesk 11.5, which is in "early adopter" phase now - you can see it only if your upgrade preference is "early adopter" ("regular" is default and sometimes "late adopter" may be preselected by your provider).
