Plesk comes with a SQLADMIN and i see it set up in IIS but i dont have a clue how to access it.

Im trying to upload a DB i currently have.
 
You access it via the control panel under the domain.... Create the database you want to use.... and then select the batabase and you will see the SQLAdmin option...
