How does web users work?

If I create a domain inside a client (and a web user in there) could that web user login to the Plesk panel?

I ask because I created a web user and it can´t login, only
work as a FTP account. Am I doing something wrong?

Web users can't login to Plesk (there's nothing for them to change anyway).

There are only four login tiers:

1. Administrator
2. Client
3. Domain
4. Mail User
