How open port 23 ?

Hi! I have parallels 12 on Ubuntu. I need access telnet / port 23. I have tried from Firewall / Adding and aply port 23 tcp / udp , and with iptables , but I can not connect to the server with this port. If I check nmap appears as closed, any suggestion? Thank you!!

Are you sure that this port is up and running on your server? Check it with

# lsof -i tcp:23

If you need to run port 23 you should install and run telnet-server. But using telnet is unsecure. Use secure ssh protocol instead.
