how to enable accepting TCP connections

i have bought vserver with plesk panle on the server but i have an problem
that the server refuse any tcp connections and i don't know why
i think the problems comes from panel and please i want an solution
because i want to install an tcp chat server

Did you check your firewall configuration at least?
