How to enable Spamassassin for all new users?

I am using Plesk 11.0.9 Update #28.

When a new user is created that new user does not have SpamAssassin enabled on their account. Is there a way make sure that each new account automatically has SA enabled?

In Spam Filter Settings I have "Switch on server-wide SpamAssassin spam filtering" and "Apply individual settings to spam filtering" both checked.

As the system admin, it is quite tedious to be required to go into each account manually to enable spam filtering. Even if I could allow the domain admin the ability to do this.

Is this perhaps possible to do with "Roles".

in cpanel there is an option to enable spamassasin for every NEW mailbox. (a default setup for a new mailbox)
but in plesk it's default OFF..

Anybody ? no solutions ?
