I have been wondering the same thing as I saw the same thing on the site ive begun to administrate. In /images the header's/footer's background image gets duplicated once per page its on. So say you have a site with 25 pages, each time you press publish 25x2 new images gets added to /images folder. 25 for the header's background image and 25 for the footer's background image. It seems someone might have made a programming error somewhere as it should just point to the /attachments/background folder so it doesnt get duplicated.

At currently the /image folder contains about 12gb of duplicates the same 2 images and that is just after 2 months.
