To restore 1 file only from a backup, copy the .psa backup file and rename it to .zip. Then open it as a zip file (which is what it always was), find the required file and extract it.

...and I suggest that this information should be there too. This is the most 'selective restore' there is. Better still, the restore program should allow you to restore 1 file. It is much more lkely that someone deletes 1 file by mistake than the entire website.
