how to set up a global 404 page

How can I set up a global 404 handler?

I used to be able to do this in plesk 10.x , but under 12, all the domains seem to generate the regular "not found" page,
even if I put
ErrorDocument 404 http://www.kalfaoglu.net/missing.html
in httpd.conf..
PS: I probably have to do this in nginx.

please have a look at:

"Custom error docs" is enabled for a domain in Plesk CP, but domain's error_docs/ directory remains empty. Default Apache error pages are displayed in case of an error. ( KB - article 1531 )
