htaccess redirect all ip, not to others

To put the site into a Maintenance mode I would like to create a .htaccess file that by default allows a few IP's into the site without any redirect or login. All other IP's will be redirected to a "Site under Maintainence" page. Even if they linked to a page or directory other then the default.
